Street/Sidewalk Permits are required for a multitude of projects and events:
  1. Constructing, removing, replacing or repairing (including patching) sidewalks and driveways within the limits of any public street.
  2. Open, cut or excavate any public street, highway, sidewalk area or other public property.
  3. Obstruct, encumber, or occupy any public street, highway, sidewalk, or public property. (Enforceable "No Parking" meter bags and signs are available.)

Below are instructions and other pertinent information regarding applying for a Street Permit.
Fees
Fees for Street/Sidewalk Permits are as follows:

Sidewalk Construction:  $5
Construct, remove, replace or repair sidewalk or driveway within the limits of any public street, highway or other public property.

Street Opening:  $30
Open, cut or excavate any public street, highway, sidewalk area or other public property.

Street Occupancy:  Amounts Vary
Obstruct, encumber or occupy any public street, highway, sidewalk or other public property.  Enforceable "No Parking" meter bags and signs are available.

Insurance Requirements
Contractor applicants shall provide a certificate of insurance naming the City of Ithaca as additionally insured, along with required State of New York Worker's Compensation forms specific to the project.  Owner applicants shall provide their contractor's insurance or proof of property insurance and a notarized State of New York Worker's Compensation Affidavit of Exemption. 

Public liability coverage shall be a minimum of $100,000 for any one person and $300,000 for any one accident.  Property damage coverage shall be a minimum of $50,000 for any one accident and $100,000 in the aggregate.  Higher coverage limits can be required by the Superintendent.

Workers' Compensation Requirement
Visit the Workers' Compensation Board, click on Employers/Businesses, then Business Permits/Licenses/Contracts.

Businesses requesting permits, licenses, or seeking to enter into contracts must provide one (1) of the following forms to the entity issuing the permit or entering into a contract:

  • Certificate of Attestation of Exemption from NYS Workers' Compensation and/or Disability Benefits Coverage (CE-200); or
  • Certificate of Workers' Compensation Insurance (C-105.2). The business' insurance carrier will send this form to the government entity upon request.  Please Note: The State Insurance Fund provides its own version of this form (U-26.3); or
  • Certificate of Workers' Compensation Self-Insurance (SI-12).  Businesses must call the Board's Self-Insurance Office at (518) 402-0247; or
  • Certificate of Group Workers' Compensation Self-Insurance (GSI-015.2).  The business' Group Self-Insurance Administrator will send this form to the government entity upon request.
The certificate of exemption (Form CE-200) must only be used to show a government agency that the business is not required to obtain New York State Workers' Compensation and/or Disability Benefits Insurance.  Form CE-200 may not be used to "prove exemption" from workers' compensation and/or disability benefits insurance to another business or that business' insurance carrier.
